US International Trade Commission's affirmative final award of anti-subsidy industrial damage against stainless steel flanges in China

On May 11, 2018, the US International Trade Commission (USITC) voted to make a definitive final ruling on anti-dumping industry damage against Stainless Steel Flanges imported from China: it was ruled that the products involved in the claim of government subsidies were imported to the United States. The domestic industry constitutes substantial damage. In the ruling, five members of the United States International Trade Commission voted for a positive vote. Based on the affirmative ruling of the US International Trade Commission, the US Department of Commerce will issue a countervailing duty order on products imported from China. This case involves the United States coordinating products under the tariff lines 7307.21.1000 and 7307.21.5000.

On September 6, 2017, the U.S. Department of Commerce announced the application filed by the Coalition of American Flange Producers and its member firms Core Pipe Products, Inc. and Maass Flange Corporation on August 16, 2017. Officially initiated anti-dumping and anti-subsidy investigations on stainless steel flanges imported from China and India. On September 29, 2017, the U.S. International Trade Commission issued an announcement to make a definitive preliminary ruling on anti-dumping and anti-subsidy industrial damage to stainless steel flanges imported from China and India. On January 17, 2018, the U.S. Department of Commerce announced that it had made anti-subsidy preliminary sanctions on stainless steel flanges imported from China and India. On April 6, 2018, the U.S. Department of Commerce announced a countervailing final ruling on imports of stainless steel flanges from China: China’s compulsory respondent companies, Both Well (Jiangyan) Steel Fittings Co., Ltd., and Hydro Fluid Controls Ltd., Jiangyin Shengda Brite Line Kasugai Flange Co., Ltd., Qingdao I-Flow Co., Ltd. and other Chinese companies. The subsidy rate for producers/exporters is 174.73%.
